
TORONTO — Infrastructure Ontario (IO) and the Ministry of Tourism, Gaming and Culture (MTCG) have issued two Requests for Proposals (RFPs) for various elements of the contentious Ontario Place revamp.
Five teams have been selected to respond to an RFP for construction management services as part of the public realm development for the massive project.
The shortlisted teams are:
- Urbacon Buildings Group
- Amico Design Build Inc.
- EllisDon Civil Ltd.
- PCL Constructors Canada Inc.
- Clearway Dufferin Joint Venture (Clearway Construction Inc. 50 per cent and Dufferin Construction Company 50 per cent)
The teams were shortlisted based on criteria identified in a Request for Qualifications (RFQ) process that began in June 2025. This included construction capability, experience, qualified personnel and financial capacity to deliver a project of this size and scope.
The teams will now prepare proposals detailing how they will deliver the project.
Once submissions have been received, IO and MTCG will evaluate the proposals, select a preferred team and negotiate a final contract.
The second RFP pertains to construction management services to re-align and extend the combined sewer overflow at 955 Lake Shore Blvd. W. for the Ontario Place project.
Two teams were shortlisted after the summer 2025 RFQ: Clearway Construction Inc. and EllisDon Civil Ltd.
The teams will now prepare proposals detailing how they will deliver the project.

In June 2025 the Ontario government released its final Ontario Place designs. The contentious project will feature a $400 million five-storey parking garage, more than 50 acres of free public trails, expanded green space, playgrounds, interactive fountains, new beaches, event spaces and an updated marina. The Ontario Science Centre is also slated to be relocated to Ontario Place.
