TORONTO — Infrastructure Ontario (IO) and Runnymede Healthcare Centre have announced advanced notice to the market of their intention to issue a combined Request for Qualifications (RFQ) for the Runnymede Healthcare Centre Post-Traumatic Stress Injury (PTSI) Centre of Excellence for First Responders project.

The RFQ, anticipated to be released at the end of the month, will invite interested teams to prequalify for the delivery of two purpose-built facilities: Station N◦. 3434 in Toronto and the Caledon Recovery Centre in the Region of Peel.

“This early notice is intended to support broad market participation by providing additional time for teams to prepare submissions, including opportunities for smaller and emerging contractors to form partnerships, build capacity, and assemble competitive teams,” a release reads.

The combined RFQ will represent the first step in the procurement process. Applicants will be able to express interest in one or both projects, with submissions evaluated based on construction experience and financial capacity appropriate to projects of this scale and complexity. Shortlisted applicant teams will be invited to participate in subsequent procurement stages.

The facilities will establish Canada’s first dedicated treatment centre for first responders (fire, police, EMS and corrections) and frontline health care workers (nurses and physicians) experiencing post-traumatic stress injury.

The Caledon Recovery Centre is a purpose-built residential facility set within a natural, forested environment in the Region of Peel. It is designed to accommodate approximately 40 beds and provide intensive, recovery-focused programming integrating therapy, wellness and outdoor activities, the release adds.

Station N◦. 3434 (Toronto) is a five-storey urban facility serving as the primary hub for clinical programs and services, including individual, group and family therapy, concurrent mental health and addiction care, peer support and virtual care.

Both facilities are being delivered using a design-bid-build model. Design work is being advanced by Runnymede Healthcare Centre’s architect and engineering teams. The upcoming RFQ will focus on prequalifying contractors to deliver the projects based on these completed designs.
