The company already has an established presence in Jersey, and says that the new branch will create a strategic corridor linking Rennes, Jersey, Guernsey and London.

This new presence will add delivery capacity on the island, with construction about to start at the CI Tyres Yard development for Guernsey Housing Association (GHA). Planning permission was granted last month for 69 homes, 60 one-bedroom and nine two-bedroom units, aligned with the States Strategic Housing Indicator for smaller, affordable housing. Groupe Legendre is working with a local contractor to finalise the detailed design ahead of construction starting in March. The site was first purchased by GHA in 2022, with an eye to providing housing for healthcare workers. The design has since been revisited, adding more units, as the island struggles with housing availability.

Groupe Legendre will target the delivery and management of larger, complex projects. The initial focus will be construction, with plans to expand into property development and energy.

Luc Richard, director of Groupe Legendre’s Jersey operation, will lead the new Guernsey branch alongside his existing responsibilities in Jersey. Since joining the Group in 2022, he has overseen delivery of the Horizon development for Jersey Development Company, a 280-home waterfront scheme. In his expanded role, he will establish and structure Groupe Legendre’s long-term presence in Guernsey, building on the strategy and operational model already deployed in Jersey. Recruitment is underway to build a local team under Richard’s leadership, and the company is preparing to open a physical office on the island.

Richard said, “Opening an office in Guernsey is a strategic next step for Groupe Legendre and builds on the momentum of expanding our presence overseas.

“Housing delivery remains challenging on the island, and the shortage of new homes is increasingly affecting Guernsey’s ability to attract and retain residents, particularly younger generations. Having a permanent base here will help support this demand, bring us closer to our projects and clients, allowing us to stay hands-on, work closely with local partners and build long-term relationships.”
