Four companies were shortlisted and invited to respond to an RFP in November 2025. According to Infrastructure Ontario (IO), three companies submitted their proposals by the deadline: EBC Inc., EllisDon Corporation and Pomerleau Inc.

Over the next few months, submissions will be evaluated and the successful company is expected to be announced in the fall, pending final approvals.

The project will include expansions to the following areas:

  • Reception and visitation
  • Executive administration
  • The Institutional Crisis Intervention Team
  • Staff facilities
  • Admitting and discharge
  • Health services and infirmary

The project will also include:

  • 91 new beds, bringing the total capacity to over 300
  • New public and staff entrances
  • Increased female capacity
  • Recreational service areas
  • New parking for staff and visitors

It is being delivered by IO and the Ministry of the Solicitor General using a design-bid-build model. Key features of this model include increased owner control over the project as well as a high level of flexibility to respond to changing conditions and concerns, the release adds.
