TORONTO — Construction of a new transit-oriented community at Bloor-Kipling is ahead of schedule as the City of Toronto and CreateTO prepare for the next phase of rental housing development.
Recently, Mayor Olivia Chow, Deputy Mayor Amber Morley, CreateTO and city staff celebrated the progress made on the new mixed-use project that aims to redefine Etobicoke at Bloor-Kipling.
Developed by Kilmer-Tricon, the 5207 Dundas St. W. build, also known as The Stella, is three months ahead of schedule. This is one of five blocks identified for rental housing development on city-owned land, delivered through CreateTO, explains a release.

The development includes:
- five rental housing developments (including 5207 Dundas St. W), which will include approximately 2,700 residential homes, at least 900 of which will be affordable rental homes;
- the new Etobicoke Civic Centre; and
- a new city park.
Bloor-Kipling will also be Toronto’s first net-zero community, the city states. All development blocks will be serviced by a District Energy plant with all heating and cooling provided by a thermal district energy network.
The city invested $77 million to decommission the former Six-Points Interchange, replacing what was known as “Spaghetti Junction” with a new network of streets, unlocking almost 18 acres of land and creating the seven blocks for redevelopment, the release adds.
The next housing block for development at 970 Kipling Ave. is currently in market to bring on a development partner. First occupancy at 5207 Dundas St. W is expected in Q2 2027. The new Etobicoke Civic Centre is currently under construction and is expected to be complete in the fourth quarter of 2028.
