TORONTO — Crown corporation Alto’s partner Cadence has launched a market engagement process for Canada’s high-speed rail networkVIA Rail Canada High Frequency Rail Project (HFR) – AltoStatusConceptualValue$7.6BLocationQuebec, QCData as of June 24, 2026View Project Page → as a way to present proposed early procurement activities, anticipated work packages and timelines for the first phase of construction between Ottawa and Montreal. 

This means potential partners can be identified that will help design, build and supply different parts of the future network, explains a release.

Cadence is inviting local and international companies to learn more about the procurement process for the project.

“Businesses can engage directly with Cadence at upcoming information sessions in Toronto, Ottawa and Montreal this July,” a release reads. “Expressions of interest will follow, inviting companies to formally indicate their interest in delivering the project’s most significant components.”
CDPQ Infra, AtkinsRéalis, SYSTRA Canada, Keolis Canada, SNCF Voyageurs and Air Canada comprise Cadence, which will contribute technical and commercial expertise to support key project milestones and to inform the Government of Canada’s final investment decision.

The proposed rail network would host 72 trains a day running on dedicated electric tracks at speeds breaching 300 km/h.

This engagement process is designed to help industry prepare for and participate in the various phases of the formal procurement process in 2026, 2027 and beyond.
