ELIZABETHTOWN-KITLEY, ONT. — Infrastructure Ontario (IO) and the Ministry of the Solicitor General have issued a Request for Qualifications (RFQ) for teams to deliver the Brockville Correctional Complex (BCC) and St. Lawrence Valley Correctional and Treatment Centre (SLVCTC) Project in the Township of Elizabethtown-Kitley, Ont.
The BCC is a brand-new project and the SLVCTC is an expansion. Both will be located on the current SLVCTC site and provide a total of 295 beds.
The project is being delivered using a design-bid-build model. The architect and engineers of record are completing the design documents, IO states. This RFQ is to select a contractor to deliver the project based on these designs.

Submissions will be reviewed to shortlist teams with the required construction experience, as well as the financial capacity to deliver a project of this size and complexity. Shortlisted teams will then be invited to respond to a Request for Proposals, which is expected to be published in the fall.
The project is part of the Ontario government’s commitment to increase capacity at several adult correctional facilities.
